Hey, man!
What software is recommended for creating websites? Frankly, Dreamweaver owns the monopoly on website creating programs, however, there are PLENTY free outlets out there to help you create your own customized webcomic including plugins, widgets, customizable templates and codes, and much more. I highly recommend, if you have your own domain name, ComicPress. This freeware php is a customizable webcomic theme for WordPress, includes an archive system, spam guard plugin, a fully understandable dashboard, blogs, and more. With currently active support, ComicPress is the best venue for building your webcomic.
Not so skilled with computers? Then try the easier method using Tumblr. Tumblr is another blogging site like blogspot, with easily downloaded templates, and fully customizable http, and for the advanced users, css. It allows you to INSTANTLY post your comic, and can be entirely set up in less than half an hour!
Creating banners? It's all about the art. You can use ANY digital art program, and if you're lookin' for some good ones, try Gimp a freeware drawing program similar to Adobe Photoshop. Open Canvas, and Sai Painter are a couple others just for starts.
Hope this helps! If you need anything else, feel free to ask! Beginning a webcomic is an adventurous and fun affair, and no matter what you do, be sure to enjoy it!
