Unless they bring back InGen or some other whackball company, we'd have to go with the dinos in South America, which limits us to South America. Considering that both the Movie and books point out the ridiculous expenses InGen suffered in order to produce the creatures, and that they could only barely afford it by strippoing down as many risky investors as possible, the chances of that are nil. South America is known for it's jungles and rainforests though, so there really isn't a clash of interest anywhere here, just pointing that out.
While Raptors are justifiably represented as intelligent predators, the difference between them and, say, a leopard, aren't that fantastic. I'm little more than a layman, with borrowed experience through Chricton and the Discovery channel, I'd place a raptor's intelligence somewhere around that of a Labrador or Golden Retriever, intelligent for a member of the animal kingdom, but not on the same level as apes.
This coupled with their lack of opposable thumbs means that the chances of one understanding the very basics of our society very slim. To put it more bluntly, I doubt that if they could comprehend it they would care.
Your explanation leads me to reminisce about the Planet of the apes movies, specifically the one where the two Chimps are teleported to Earth and have to adapt to Human Civilization, but in all honesty, that movie belonged in the Congo Franchise about as much as a similar Dino themed one belongs in Jurassic Park.
