Would it be possible to get a forum for my comic, InSONICnia?

Also, Instead of "..." ,could it say "Finally, a Sonic comic that dosen't suck"

You should see in the top right corner a link that says Moderator CP.  Go there, then go to Manage Posts from there you type in the title of the post you want "pinned" and then you "edit post" and click on the checkbox that says something along the lines of pin this post.  If that doesn't work, well just tell me what topic you want pinned.
