At the moment, we here in Holland have weapons grade cannabis. The amount of THC in it is sky high. This is probably because it's semilegal to use it here, so consumers get picky, they want to have the best for what they buy.
So cannabis farmers have made a very good stock.
The government wants to see if the effect of this high level of THC isn't damaging, or at least if it's not just as damaging as certain harddrugs (specificly XTC, because that's one of the main problems right now.) If so, they will probably try to regulate it.
Research proves time and again that we have less cannabis 'addicts' and less youths falling into the use of harddrugs. The same goes for prostitution, by making it a legal bussiness, the state not only get's tax revenue, but there's also the possibility of eliminating Woman-trafficing and the existence of Heroine-prostitutes. Only some parties, even in Holland, keep sticking to their (often Christian) roots and ignore all this in light of the often heard. "God does not want us to..." speech.
